California Reintroduces “Leno’s Law” Emissions Exemption with New Use Rule

California Senate Bill 1392, introduced to the legislature on February 20, 2026, reintroduces the emissions exemption known as Leno's Law and is co-sponsored by Senator Shannon Grove and Senator Dave Cortese.

SB 1392 would begin rolling exemptions with 1981-model-year vehicles, retaining the prior collector motor vehicle registration requirement and adding a provision that qualifying classic cars not be used as an owner's primary mode of transportation.

A spokesperson for Senator Dave Cortese said SB 1392 is a collaborative effort involving Senator Cortese, Senator Grove, Jay Leno and SEMA, and that the bill has been refined from last year's SB 712 to improve its chances of passage. The new bill follows the failure of SB 712 last year and aims to secure legislative approval by tightening eligibility; supporters expressed confidence the changes will help enact Leno's Law.
