Minnesota Bill HF 3865 Would Tightly Restrict Collector and Classic License Plate Use

Minnesota House File 3865 would restrict operation of vehicles registered with collector, classic, street rod, pioneer and similar plates to use “solely as a collector’s item,” allowing transportation for club activities, exhibitions, tours and parades and permitting driving only Saturday and Sunday from sunrise to sunset.

The Minnesota Department of Public Safety currently requires owners seeking collector plates to certify they already own a daily driver and bars general transportation; Wisconsin already enforces stricter rules requiring a separately registered daily driver in the owner’s name.

HF 3865 applies to collector and classic car plates as well as military vehicles at least 20 years old and mirrors language limiting acceptable uses to organized events and weekend daytime operation.

If enacted, HF 3865 would narrow acceptable uses for Minnesota-registered collector vehicles and impose clearer day-of-week and time limits on their operation.
